Stair Tower
A free standing building containing mostly a stair.
Also an attached stair or stair enclosure that projects beyond the buildings roof

This old set of stairs to a block of apartments has had a recent upgrade and a roof has been added. It is a tower but not in the sense that it is a separate building built specifically for stairs, but just as an add-on to the building that projects beyond the building's roof line.

The term is used mostly today when referring to temporary work in scaffolding. as seen here.

Here is another scaffolding stair. The main scaffold has been removed and the stairs have been made to give access to the roofing team.
